Response capability is the practical ability that turns the plan into action under time pressure, with the resources actually available at that moment.<\/p>\n\n\n\n<h2 id=\"h-what-is-the-difference-between-an-incident-response-plan-and-response-capability\" class=\"wp-block-heading\">What is the difference between an incident response plan and response capability?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An incident response plan is a document. Response capability is the ability to turn that document into practical action when something happens. Two organisations can have equivalent plans and handle the same incident completely differently. The difference is not in the binder, it is in the capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan can prescribe that the right competence be called in. It cannot tell you who is on shift on a Saturday night, who is closest to the site, or who holds the authorisation for that specific installation. That is where response capability takes over.<\/p>\n\n\n\n<h2 id=\"h-what-separates-response-planning-from-an-incident-in-the-moment\" class=\"wp-block-heading\">What separates response planning from an incident in the moment?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Response planning happens in calm water. An incident in the moment does not. The conditions are opposites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Incident response planning is the work before. Scenarios are mapped, roles are defined, procedures are built and rehearsed. Time is available, and the conditions are known. The incident in the moment has the opposite conditions: something has already happened, information is incomplete, and decisions are made in minutes. Incident response planning that does not account for that produces a document that reads well and carries poorly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A simple test question: does your incident response plan assume knowledge you actually have in the moment, or knowledge you have to look up first? If the answer is the latter, the plan is written for calm water.<\/p>\n\n\n\n<h2 id=\"h-what-characterises-response-capability-that-holds-up\" class=\"wp-block-heading\">What characterises response capability that holds up?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Response capability that works under pressure has four common traits: clear prepared roles, a shared operational picture for the person leading, prepared communication channels, and regular exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fourth trait, the operational picture, is the one most often missing. Roles and procedures tend to be in place. The ability to see quickly which resources are available, authorised, and where they are, tends not to be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Operational response capability: <\/strong>The practical ability to lead, coordinate and execute during an unfolding operational incident, distinct from the incident response plan which is the document describing how it should be done.<\/p>\n\n\n\n<h2 id=\"h-from-plan-to-execution\" class=\"wp-block-heading\">From plan to execution<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.gsfleet.io\/en\/response\/\" data-type=\"link\" data-id=\"https:\/\/www.gsfleet.io\/en\/response\/\">GSFleet Response<\/a> is built to close the gap between plan and execution in operational incident response.
